Phillip K. Moss
Phillip K. Moss has earned accolades in Oklahoma Higher Education for his leadership in teaching and learning, promoting research, and administration. Earning his B.A. from Central State University in 1975, he then obtained a M.Ed. degree from the University of Oklahoma in 1977 in Educational Technology and later earned a Ph.D. in Adult and Higher Education at OU in 1998. He began his career in Oklahoma higher education at Western Oklahoma State College in 1977 as Director of Instruction Media. During his tenure at Western, he accepted increased responsibilities and leadership positions at the college and in state organizations. In 1996 he was named Dean of Information Services and Distance Education. In the summer of that year, he moved into the newly created position of Director of Instructional Technology for the State Regents. In that role within Academic Affairs, he distinguished himself through his work with academic officers, distance education coordinators, and library directors. After serving as the interim chief academic officer from 2002 through 2004, he became the Vice Chancellor for Academic Affairs of the Oklahoma State Regents for Higher Education in 2005. He served in that capacity until his retirement in June, 2007. Additionally, he served as interim Chancellor from July 2006 to January 2007. Since his retirement from the State Regents, he has served as the Interim Executive Directive of Creative Oklahoma, Director of Educational Partnerships and Planning for the California State University Office of the Chancellor, and since 2010 retains the position of Senior Policy Advisor for the Southern Regional Education Board. His leadership in educational technology and distance learning has been underlined by his involvement in leadership and board appointments to various organizations, including the Oklahoma Department of Libraries, the DaVinci Institute, the Oklahoma A+ Schools Foundation Board, and the National Network of Libraries of Medicine (South Central Region). During his career he has also been the recipient of awards recognizing his leadership and accomplishments, including the Oklahoma Library Association’s Special Meritorious Service Award, the University of Oklahoma College of Education Alumni Hall of Fame, and the Oklahoma State Regents for Higher Education’s Distinguished Service Award. He has been a featured presenter at state, regional, and national conferences on a variety of topics that include innovation and creativity, library and educational resources, distance learning, and academic technology. For his unfailing energy in the cause of higher education in Oklahoma, the OHEHS is proud to induct Phillip K. Moss into this year’s Higher Education Hall of Fame.
